The EU school theme. Enhancing impact, alignment, and integration into food strategies

The purpose of this report is to provide a comprehensive analysis of the EU school scheme, focusing specifically on its regional and local aspects. The scheme, introduced for the first time in 2017 as a follow-up to two separate programmes, currently aims to promote healthy eating habits among children by providing fresh and nutritious fruit, vegetables and milk in schools. It combines food distribution with educational measures to foster awareness of healthy nutrition, agriculture, and healthy lifestyles from an early age. Given that the scheme’s measures target and are implemented at the local level, it may be viewed as an effective tool for supporting regional economies and strengthening local communities. Considering the anticipated revisions of the scheme and its alignment with broader EU strategies, this report aims to deliver a comprehensive assessment of the scheme’s implementation from the local and regional perspective. In particular, it focuses on a review of national and regional strategies, to identify how they establish the scheme’s objectives, identify its beneficiaries, choose a distribution chain and engage stakeholders, while taking into consideration the local realities, priorities and needs. The report intends to complement existing studies by focusing on local and regional levels through the collection and analysis of available regional information and the examination of regional food strategies and evaluation reports.
