A New generation of external quality assurance dynamics of change and innovative approaches. New trends in higher education

There is now a clear understanding that, in order to remain relevant, QA must adapt and be responsive to changes in the higher education sector. In light of the above challenges and trends, new approaches to EQA have recently emerged. The overall purpose of this book is to take stock of the new dynamics, innovative approaches, and trends in EQA, with a view to ensuring that EQA remains relevant and aligned to fast-changing higher education sectors. The publication aims to contribute to the discussion on how EQA should evolve internationally.

This publication identifies the following major trends under-lying the development of innovative approaches to EQA:

  • stronger support for the quality of teaching and learning, with a greater focus on student learning outcomes and their links to national qualifications frameworks (NQFs);
  • taking steps to address the specific needs for QA in relation to new and alternative providers, in particular ODL, including MOOCs and micro-credentials;
  • focused approaches to EQA, such as assessments of the quality of internationalization at institutional level;
  • evaluation of societal engagement of HEIs as part of EQA;
  • greater focus on assessing and supporting IQA in HEIs through dialogue with EQA agencies and capacity-building;
  • increased efficiency through the use of technology-based approaches, such as online submission of self-assessment reports, thus reducing the documentation load;
  • the introduction of risk-based or differentiation ap-proaches to reduce the number of external reviews for HEIs that have a good track record, thereby alleviating bureaucracy and cost.

This publication is based on information collected in the course of 2019 through a desk review. It also includes a review of selected regional policy documents linked to QA in three regions: Europe, South-East Asia, and Africa. Most of the information, however, was retrieved from websites of EQA agencies in English, French, and Spanish.

The level of information provided on websites varies hugely. While some include links to detailed and relevant documents, others are outdated or more difficult to search. Therefore, the book also contains inputs from the personal exchanges referred to in the acknowledgements.

The publication is structured under three thematic sections. The first chapter discusses definitions of QA, its objectives, and related mechanisms. It then considers how international and regional collaboration has led to the emergence of a global QA model. In addition, it looks at the challenges associated with the global QA model and the prevailing criticisms that it has encountered.
