a Excellence in learning is the goal of all education and training systems both within and outside the European Union (EU). In the area of vocational training, excellence is traditionally contrasted with inclusiveness. However, there is a growing recognition in policy as well as in practice that these two goals have to go hand in hand. In this context the focus on centres of vocational excellence (CoVEs) in a number of important policy initiatives has created opportunities and expectations that, on the one hand, have contributed to the attractiveness and enrichment of vocational education and training (VET), but, on the other, risk raising unrealistic expectations.
